This bill appropriates $3,000,000 from the state general fund to the Arizona Department of Health Services (DHS) for the fiscal year 2026-2027 to support pregnancy resource centers. These centers, which must be nonprofit organizations that have operated in Arizona for at least three years and employ at least five full-time employees, will receive funds if they provide medical services to aid women in maintaining a pregnancy or offer post-abortion, post-miscarriage, or post-birth care. Specifically, they must offer services like pregnancy tests, sexually transmitted infection testing, counseling by licensed professionals, or ultrasound services to at least five patients per month. Importantly, these organizations cannot be hospitals, affiliated with entities that perform or refer for abortions, or perform abortions themselves. The funds can only be used within Arizona and cannot compensate officers or directors. The bill also prohibits distributing funds to abortion clinics or pregnancy resource centers that refer patients for abortions, and requires recipient organizations to report detailed information on services provided and patient outcomes to DHS by December 31, 2027.
