This bill establishes the "Rural Health Transformation Revolving Fund" for the Health Care Workforce Training Commission to help increase access to healthcare workers in rural and underserved areas of Oklahoma. The commission can receive state appropriations, federal funds, grants, and donations for this purpose. The revolving fund will consist of monies received as Rural Health Transformation Program Funds, federal funds for recruiting and retaining clinical workforce talent in rural areas with a commitment to serve for at least five years, interest from fund investments, and other legally designated deposits. These funds are appropriated for recruiting and retaining clinical workforce talent in rural and underserved areas or for other lawful purposes established by the "One Big Beautiful Bill Act of 2025," including program operating costs. The Health Care Workforce Training Commission is authorized to create any necessary rules to implement this program. The bill will take effect on July 1, 2026, with an emergency clause allowing it to be effective immediately upon passage and approval for the preservation of public peace, health, or safety.
