This bill establishes new provisions concerning facilities licensed to provide pediatric transitional care services, aiming to offer alternatives to extended hospitalization for infants exposed to harmful substances before birth, a condition often leading to neonatal abstinence syndrome and withdrawal symptoms. The legislature recognizes that these infants have unique medical and nonmedical needs, including bonding and attachment, and that a pilot project demonstrated a nonhospital treatment model effectively promotes parental bonding and recovery for parents. The bill intends to encourage the continuation and development of these specialized pediatric transitional care facilities by creating a sustainable funding model using existing federal and state resources. Specifically, the Health Care Authority is directed to study the feasibility and cost of providing facility-based payments to residential pediatric recovery centers, reporting its findings and any necessary legislative or regulatory changes by November 1, 2026, and is also authorized to provide grant funds to the facility involved in the pilot project until December 31, 2028, with the intent of using opioid abatement settlement funds for this purpose.
