This bill amends Wyoming law to clarify that if a person's rights to own or possess firearms are restored in another jurisdiction where they were convicted of a felony, those restored rights will be recognized in Wyoming, even if the conviction was for a violent felony or a non-violent felony. Previously, Wyoming law only explicitly recognized the restoration of rights through specific Wyoming statutes (W.S. 7-13-105(a) or (f)) or for elector rights under other Wyoming statutes. This change means that a person convicted of a felony in another state or jurisdiction, whose firearm rights have been legally restored there, will no longer be considered to have lost those rights in Wyoming. The bill also specifies that this out-of-state restoration of firearm rights does not automatically restore rights related to voting (being an elector), serving as a juror, or holding public office.
