This bill establishes the Missouri Guaranteed Inclusive Voluntary Exceptional Service (MO GIVES) Program, which will provide living donor medical orders to certain members of the Missouri National Guard who choose to become living organ donors. The program, administered by the Missouri department of the National Guard, aims to ensure that these members remain on paid status during their "living donation period," which includes all medically necessary phases of the donation process such as testing, surgery, and recovery. To be eligible, members must be in specific National Guard statuses (Troop Program Unit or Individual Ready Reserve), be in good standing, and either not be eligible for paid leave from their employer for living donation or choose not to use it. The program will guarantee paid leave for up to forty-five days, with potential extensions if medically necessary, and will exempt members from using their accrued annual or medical leave during this period. Additionally, participants will receive a per diem allowance and a basic allowance for housing based on their rank, location, and dependent status. The program will be funded through a dedicated "MO GIVES Fund" in the state treasury, which can receive state appropriations and other gifts or grants, and any remaining funds will not revert to general revenue at the end of a biennium.
