This bill modifies how fees collected from watercraft registration and infrastructure are distributed in Arizona. Specifically, it changes the percentages of these revenues allocated to different funds. A smaller portion, 55% instead of 65%, will now go to the watercraft licensing fund, which is used for administering boating laws, safety education, and invasive species programs. Consequently, a larger portion, 45% instead of 35%, will be further divided: 10% (down from 15%) will go to the state lake improvement fund, and 90% (up from 85%) will go to the law enforcement and boating safety fund. This latter fund, established to support county boating law enforcement, personnel, equipment, and training, will now have its monies distributed to eligible counties based on a fixed percentage allocation for each county, replacing a previous system where an allocation formula was determined annually by a commission. The bill also clarifies that additional registration fees collected under a specific section will go to a designated multi-county water conservation district for the lower Colorado river multispecies conservation program.
