This bill authorizes the Attorney General to investigate entities within the state that are suspected of fraudulent charitable solicitation benefiting foreign terrorist organizations, providing material support or resources to such organizations (which includes things like money, training, or services provided to a designated terrorist group), misrepresenting their support for unlawful activities of these groups, or encouraging violence. The Attorney General can use existing civil investigative powers, examine financial records and communications, and employ advanced investigative tools to uncover hidden connections and funding. If an investigation reveals an entity knowingly provided material support to a foreign terrorist organization, encouraged violence, or engaged in fraudulent solicitation, the Attorney General will formally designate it as a "Designated Terrorist Support Entity," notify state agencies, and publish this designation. Such designated entities will be prohibited from receiving any state funds, and public institutions like universities and school districts will also be barred from providing them with state financial benefits. The bill also requires the Department of Public Safety to create an educational module for law enforcement on recognizing and investigating these types of activities, which all certified peace officers must complete every three years. Additionally, the bill appropriates funds for the Attorney General's office and the Governor's office to carry out these duties and declares an emergency, making the act effective immediately upon passage and approval.
