This bill directs the Department of Health to establish a formal process for considering the addition of new disorders to Virginia's newborn screening program, even if those disorders are not currently on the federal Recommended Uniform Screening Panel (RUSP). The RUSP is a list of disorders recommended by the U.S. Department of Health and Human Services for newborn screening. This new process will include specific criteria for which disorders can be considered, such as the availability of a test and an approved treatment, a timeline for evaluating these disorders, and a timeline for starting the official rulemaking process if a disorder is deemed suitable for inclusion. The Department will also consult with the Newborn Screening Advisory Committee and other relevant groups when developing this process. Additionally, the bill requires the Department to annually report to the General Assembly on the status of the screening program, including any disorders under consideration, those not recommended for inclusion and why, and any delays in the evaluation or inclusion process.
