Bill Summary

AN ACT To amend Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to the "Quality Basic Education Act," so as to provide for grants to eligible local units of administration for students living in poverty; to provide for definitions; to provide for the calculation of grant amounts; to provide that a minimum required portion of grant funds be used by local units of administration for direct program expenditures for the benefit of students living in poverty; to provide for related matters; to repeal conflicting laws; and for other purposes.

AI Summary

This bill, amending the "Quality Basic Education Act," establishes a grant program to provide additional funding to eligible local school districts for students living in poverty. The bill defines "student living in poverty" to include those receiving Supplemental Nutrition Assistance Program (SNAP) or Temporary Assistance for Needy Families (TANF) benefits, students in foster care, and students without stable housing, which is defined by federal law. The State Board of Education will determine eligibility for these grants, which are intended to supplement existing funding and will be calculated based on the number of eligible students multiplied by 25 percent of the state's base per-student funding amount. Crucially, at least 90 percent of these grant funds must be spent directly on programs and services that benefit these students, with any unspent portion of that 90 percent being returned to the state.
