The State Board of Education will determine eligibility for these grants, which are intended to supplement existing funding and will be calculated based on the number of eligible students multiplied by 25 percent of the state's base per-student funding amount. Crucially, at least 90 percent of these grant funds must be spent directly on programs and services that benefit these students, with any unspent portion of that 90 percent being returned to the state.
