This bill establishes a two-year housing assistance pilot program for up to 50 young people in extended foster care, beginning January 1, 2027, to prevent and alleviate homelessness among this population. Extended foster care refers to services provided to young people who remain in foster care beyond the age of 18. The program will offer rental assistance and associated housing fees to eligible youth who are currently experiencing homelessness or are at imminent risk of becoming homeless, with the goal of providing support for up to 24 months, but not beyond their 21st birthday. Rental assistance will be based on fair market rent in the youth's location, with eligible youth contributing no more than 30% of their adjusted gross income towards rent and utilities, or 40% if their rent and utilities exceed the fair market rent. The department will contract with entities experienced in supporting youth in the child welfare system to operate the program. Additionally, the bill mandates that the department conduct a transition planning process for youth in extended foster care at least three months before their 21st birthday, which will include assessing their housing and financial stability, assisting them with applications for federal housing programs, and providing referrals to housing assistance and other services that support financial stability. The department is required to report on the program's outcomes by June 30, 2029.
