Bill Summary

AN ACT To amend Article 2 of Chapter 9 of Title 12 and Title 40 of the Official Code of Georgia Annotated, relating to motor vehicle emission inspection and maintenance and motor vehicles and traffic, respectively, so as to provide for an optional five-year motor vehicle registration and revalidation for certain motor vehicles; to provide for the submission of certificates of emission inspection for such five-year motor vehicle registrations; to authorize electronic notice in certain instances; to prohibit credits or refunds of registration fees; to provide for fees for five-year registration decals for prestige and specialty license plates; to provide for the submission of certificates of emission inspections to the Department of Revenue; to authorize the adoption of rules and regulations; to revise and provide for definitions; to provide for conforming changes; to provide for related matters; to provide for an effective date; to repeal conflicting laws; and for other purposes.

AI Summary

This bill allows owners of certain eligible motor vehicles to opt for a five-year registration and revalidation period instead of the current annual renewal, provided they have paid all required ad valorem taxes. Eligible vehicles are defined as those for which state and local ad valorem taxes have been paid under an alternative tax system, excluding commercial or alternative-fueled vehicles. While this five-year option is available, owners must still submit certificates of emission inspection annually to ensure compliance with air quality standards, and failure to do so can lead to registration suspension. The bill also introduces provisions for electronic notifications regarding emission inspection requirements for those choosing the five-year registration and clarifies fees for prestige and specialty license plates, including higher fees for five-year revalidation decals. Importantly, the bill prohibits any credits or refunds of registration fees, regardless of cancellation, transfer, or revocation of registration.
