This bill establishes the Washington State Commercial Truck Safety and Education Council, a new body within the Washington Traffic Safety Commission, to address safety concerns within the commercial trucking industry. The council will be composed of representatives from various state agencies, including the State Patrol, Department of Licensing, and Department of Transportation, as well as industry associations, labor organizations, and the general public. Its primary function will be to recommend programs and projects aimed at improving roadway safety and the commercial truck industry through public-private partnerships, focusing on crash data analysis, driver education, regulatory compliance, and industry training. To fund these initiatives, the bill increases the commercial vehicle safety enforcement fee from $16 to $32, with half of the collected fees now being deposited into a newly created Commercial Truck Safety and Education Account, which will be used exclusively for council-recommended activities and administrative costs. The council is mandated to meet quarterly and report its findings and recommendations annually to the legislature, beginning in December 2027.
