This bill establishes the Armed Forces Reserve Postsecondary Education Grant program, administered by the office of student financial assistance, to provide financial aid for reservists of the armed forces stationed in Washington state, or their spouses or dependents, who are pursuing postsecondary education leading to a degree or certificate at an accredited in-state institution. An "eligible student" must be an active drilling reservist or their family member, a resident student, and meet other criteria set by the office, with the grant amount not exceeding the cost of attendance after other aid is considered, and capped at the annual cost of tuition at the University of Washington plus an allowance for books and supplies, with a maximum benefit limit of six full-time years for a reservist and their family. In exchange for receiving the grant, the reservist incurs a "service obligation" to serve in the armed forces reserve for one year for each year the grant is received, and failure to fulfill this obligation will require repayment of the grant with interest, though the office has the authority to "forgive" or waive these repayments under certain circumstances.
