This bill establishes a Children's Cabinet, an advisory council within the executive branch of state government, to advise the Governor on matters concerning children in the Commonwealth and how to improve their health, safety, and well-being. The Cabinet will be composed of the Governor's Chief of Staff or their designee, the Secretaries of various Commonwealth departments (including Agriculture and Forestry, Commerce and Trade, Education, Health and Human Resources, and Public Safety and Homeland Security) or their designees, and the Children's Ombudsman. The Chief of Staff will chair the Cabinet, which will meet at least four times annually and can invite other officials to participate to coordinate state and local services for children. The Cabinet's duties include encouraging collaboration among government and non-governmental entities to develop policies and programs focused on early childhood development, nutrition and food security, and student safety, as well as prioritizing systems of care for children and families facing trauma, abuse, neglect, or mental health challenges. The Cabinet is also required to submit an annual report and an executive summary of its activities to the Governor and the General Assembly.
