This resolution, adopted by the House of Representatives, sets the rules for considering H.R. 7007, a bill intended to govern on behalf of the American people. It waives all objections that would normally prevent the bill from being considered, and allows for a specific type of amendment, known as an amendment in the nature of a substitute, to be considered adopted if submitted by the ranking minority member of the Committee on Rules at least one day before debate.
