This bill, known as the Government Service Delivery Improvement Act, aims to enhance how state agencies provide services to the public by establishing new roles and responsibilities. The Director of the Office of Management and Enterprise Services (OMES), a state agency responsible for managing government operations, will appoint a State of Oklahoma Government Service Delivery Lead. This lead will coordinate statewide efforts to improve how agencies deliver benefits and services, particularly for "high-impact service programs" which are programs identified by OMES as having a significant public reach. Agency heads must also appoint a "lead agency service delivery official" within 180 days of the bill's effective date, who will report directly to the agency director and be responsible for implementing service delivery improvements within their agency. These officials will work with the statewide lead to develop and implement standards for understanding citizen needs, gathering feedback, assessing processes for ease and efficiency, and adopting procedures to improve service quality. The bill also mandates annual reporting on these improvement efforts, with an effective date of November 1, 2026.
