This bill establishes the Holly Springs Utility Department Board, a nine-member body responsible for managing and controlling the utility systems and services of the Holly Springs Utility Department, both within and outside the city limits. The board will consist of five members appointed by the City of Holly Springs, two by the Marshall County Board of Supervisors, and two by the Benton County Board of Supervisors, with all members serving four-year terms after initial staggered appointments. Board members must be qualified voters in their appointing authority's jurisdiction, not hold other county or municipal offices for profit, and will receive equal compensation set by their appointing authorities. The appointing authorities can require board members to furnish bonds for their duties and can remove members for cause with a judge's approval. This act will take effect on July 1, 2026.
