This bill amends Nebraska Revised Statutes section 83-107.01 to change the names of state institutions and modify requirements for youth rehabilitation and treatment centers, specifically addressing gender separation. The bill removes "Hastings Regional Center," "Youth Rehabilitation and Treatment Center-Geneva," and a reference to a second Geneva center from the list of official institution names. It then redefines the operational requirements for the Youth Rehabilitation and Treatment Center-Kearney, stating it will be a single-sex treatment center that can house either boys or girls, but not both at the same time, whereas previously it was designated for boys only. The bill also removes provisions that specifically mandated the Youth Rehabilitation and Treatment Center-Geneva be used for girls only. While the bill maintains the requirement for safe and appropriate gender separation in other youth rehabilitation and treatment facilities and allows for temporary exceptions in emergencies for up to seven days with gender separation, it clarifies that "emergency" does not include inadequate staffing. The bill also repeals the original section 83-107.01, effectively replacing it with these new provisions.
