This bill expands a program managed by the Department of Motor Vehicles (DMV) that provides special envelopes to drivers. Now, the program is broadened to include any driver with a disability that can impair communication, a definition that already encompasses individuals with autism spectrum disorder. The DMV is required to ensure these envelopes meet specific criteria, such as clearly stating the driver may have communication difficulties and offering guidance for law enforcement interaction, while also providing space for personalized communication needs. Importantly, the DMV must make these envelopes available upon request without requiring individuals to disclose or prove their disability, and they are prohibited from collecting or storing identifying information about recipients. The DMV will also proactively inform eligible vehicle owners and drivers with specific license indicators about this program and how to obtain an envelope.
