This Study Bill establishes penalties for engaging in geoengineering activities, which are defined to include "polluting atmospheric activity" (deliberately releasing substances like smoke, chemicals, or artificial fields into the atmosphere with the intent to alter weather), "cloud seeding" (dispersing chemicals to change precipitation), and "weather engineering" (any artificial means to change weather or climate). The bill makes it a class "D" felony, punishable by up to five years in prison and significant fines, for any person to engage in these activities, with each day of violation considered a separate offense. Furthermore, the department of public safety (DPS) is empowered to issue cease and desist orders, which carry the force of a court order, to anyone suspected of violating these prohibitions. The bill takes effect immediately upon being enacted into law.
