This bill directs the Department of Environmental Quality (DEQ), a state agency responsible for environmental protection, to conduct a comprehensive study on the groundwater supply in western Loudoun and Fauquier Counties, focusing on threats and challenges. The study will involve analyzing historical and current groundwater levels and quality, projecting future trends, and assessing the impact of increased water usage. A key component of the study is to evaluate whether a "groundwater management area" should be established, which is a designated region where the State Water Control Board can implement specific regulations to manage groundwater resources under Chapter 25 of Title 62.1 of the Code of Virginia. The DEQ will also recommend any necessary legal or regulatory changes to prevent future development from jeopardizing residents' health, safety, or the water needs of businesses. The State Water Control Board will provide technical support, and other state agencies are required to assist the DEQ upon request. The DEQ must conclude its meetings by November 30, 2026, and submit a report of its findings and recommendations to the Chairs of the House Committee on Agriculture, Chesapeake and Natural Resources and the Senate Committee on Agriculture, Conservation and Natural Resources by December 31, 2026.
