This bill shifts the responsibility for handling nomination petitions for school district elections from the school board secretary to the county commissioner of elections, who is the official responsible for managing elections within a county. If a nomination petition for a school district election is received by a county commissioner of elections in a county that is not the primary one for that district (the "controlling commissioner"), that commissioner must immediately forward it to the correct controlling commissioner. The bill also changes who handles objections to nominations and withdrawals, requiring these to be filed with the county commissioner of elections instead of school officials. Furthermore, it establishes a new board to review these objections, consisting of three elected county officers appointed by the chairperson of the board of supervisors, replacing the previous school board committee. The bill makes conforming changes to ensure that the process for handling objections to petitions for public measures within a school district remains unchanged from current law.
