This bill requires water users who are already mandated to report their water withdrawal and usage data to the State Water Control Board to provide additional information when they supply water to others offsite. Specifically, these users must report the total volume of potable water and, separately, the total volume of reclaimed water (which is water treated and repurposed from wastewater or non-potable sources) they provide each month. This data must be broken down for specific categories: data centers that have an air permit from the Department of Environmental Quality, and, if possible without altering their billing systems, water used for domestic purposes, commercial and industrial purposes (either combined or separately), and any other unclassified uses. If monthly data isn't available, quarterly totals can be submitted, and reclaimed water volumes will not be combined with potable water in any public reports. This new reporting requirement will take effect on January 1, 2027.
