AI Summary

This bill, known as the Large Load Customer Regulation Act, establishes new rules for large electricity consumers (those requesting over twenty megawatts of power) by requiring public power suppliers to develop standards for their interconnection, including disclosure of other service requests and onsite backup generation, and imposing study fees and financial commitment requirements. It also allows public power suppliers to create procedures for procuring demand response from these large customers and to require them to curtail load or use backup generation during grid emergencies. The bill further grants public power districts the power of eminent domain for energy storage facilities, allows electric cooperatives to store electric energy, and introduces a nameplate capacity tax for energy storage resources, while also exempting certain energy storage and renewable energy generation facilities from property taxes. Additionally, it modifies regulations concerning cryptocurrency mining operations and data centers, requiring them to cover infrastructure upgrade costs and imposing reporting requirements for data centers.
