This bill modifies the process for voters to remove their signatures from initiative and referendum petitions, and also introduces new requirements for individuals who collect these signature removal requests. Specifically, if someone is paid to collect a signature removal statement, that statement must now include a notice to the voter stating that signing it may prevent the petition from appearing on the ballot, and the paid collector must provide a sworn verification of their actions. Furthermore, paid signature removal statement gatherers must be at least 18 years old and, while collecting statements, must prominently display a badge with their identification number, the petition's title, their role as a "Paid Signature Removal Statement Gatherer," and the name of the entity paying them. The bill also clarifies that payments to signature removal statement gatherers must be on an hourly basis and prohibits the use of voter email addresses collected during the petition process for any other purpose. Finally, it updates existing laws to reflect these changes and includes provisions for voters with disabilities to have their signatures removed from petitions.
