This bill requires the State Board of Corrections, a governing body for the state's correctional system, to approve various actions taken by the Director of the Department of Corrections, who is the chief executive officer. Specifically, the Board's approval is now needed for the Director to have jurisdiction over prisoners performing work, to appoint personnel and determine their duties and salaries, to employ attorneys for the Legal Division, to manage the Construction Division, to implement training programs for correctional officers, to authorize other employees to carry firearms, to assign residences, to provide education and rehabilitation for prisoners, to regulate canteens, to prescribe rules for penal institutions, to transfer prisoners, to establish procedures for advance health care directives, to maintain employee training courses, to conduct research and statistics, to provide public information, to inspect institutions, to investigate complaints, to sell advertising, to issue subpoenas for investigations into crimes in prisons, to award badges to next of kin of deceased employees, to establish an emergency alert system, to declare an emergency regarding staff shortages, and to enter into contracts with media companies. Additionally, the Director must now assist the Oklahoma State Bureau of Investigation (OSBI) with investigations into crimes in public or private prisons, and the OSBI will be responsible for investigating employee conduct in such cases. The bill also sets an effective date of November 1, 2026.
