This bill establishes a new special license plate program in Arizona dedicated to the preservation of the Grand Canyon, requiring an initial payment of $32,000 for implementation by December 31, 2026, after which the Department of Transportation (DOT) will issue these "Grand Canyon preservation special plates" with a design approved by the DOT, and allowing for personalization. Of the $25 fee for these plates, $8 will cover administrative costs and $17 will be an annual donation to a newly established "Grand Canyon preservation special plate fund." This fund, administered by the DOT director, will first reimburse the initial implementation fee and then allocate monies, after deducting no more than ten percent for administration, to an entity qualified under section 501(c)(3) of the U.S. Internal Revenue Code that actively fundraises, operates retail shops within Arizona and the Grand Canyon National Park, provides educational programs about the region's natural and cultural history, funds projects like trail creation and maintenance, historic preservation, and wildlife protection within the park, and advocates for its protection. The bill also makes conforming changes to existing statutes regarding special plates, highway user revenues, and the state highway fund to incorporate the new Grand Canyon preservation special plates and their associated fees and donations.
