This bill requires members of certain state boards and commissions, referred to as "board members," to complete a mandatory training course on board governance. This training, which must be at least five hours long and cover topics like the Alabama Open Meetings Act, contract review, travel and compensation rules, common audit issues, and best practices for public service, will be provided by the Department of Examiners of Public Accounts. Board members serving on or after October 1, 2026, will have specific deadlines to complete this training, with existing members needing to finish by March 1, 2027, and new members needing to complete it within 150 days of starting their term. The course will be available online, and upon completion, board members must sign a form affirming their commitment to ethical conduct, public interest, considering all viewpoints, operating within the entity's functions, and attending meetings. This act is set to become effective on October 1, 2026.
