This bill amends the Nebraska Political Accountability and Disclosure Act by changing the rules about what committees are prohibited from spending money on. Specifically, it clarifies that committees cannot make expenditures for a list of personal items for candidates, such as clothes, medical expenses, car payments, mortgage or rent for a permanent residence, or personal debts, with exceptions for campaign loans and campaign services. It also adds new prohibitions for specific types of committees: ballot question committees cannot spend money to influence the nomination or election of a candidate, and candidate committees cannot provide goods, services, or facilities to ballot question committees, including paying for advertisements produced by the ballot question committee, though candidate committees can still express their own opinions on ballot questions. The bill also repeals the original section it amends.
