This bill allows counties and municipalities to withdraw from a "multijurisdiction authority," which is defined as an entity created by the Legislature to operate in multiple counties or municipalities with a governing body appointed by more than one of those local governments. If such an authority has no outstanding debt, a county or municipality can unilaterally withdraw by passing a resolution. After withdrawing, the county or municipality can then establish its own entity to perform similar functions, decide how to use or distribute money previously collected for the multijurisdiction authority, or adjust local tax rates by up to two percent related to the withdrawn authority. Additionally, the multijurisdiction authority must return a proportional share of its unencumbered funds to the withdrawing county or municipality, based on the amount of funding it previously received from that area. This act will take effect on October 1, 2026.
