This bill modifies provisions related to a hydrant inspection program by requiring all community water systems to establish a valve inspection program, which includes inspecting all valves every ten years, repairing or replacing broken valves, and identifying valve locations using a geographic information system (GIS) or similar mapping system within five years of August 28, 2020. Additionally, it mandates a hydrant inspection program that involves scheduled testing of every hydrant, repair or replacement of broken hydrants, a plan to flush every hydrant and dead-end main, maintenance of inspection and testing records for six years, and identification of hydrant locations using GIS or an alternative mapping system within five years of August 28, 2020. These requirements do not apply to state parks, cities with over 30,000 residents, certain charter counties based on population, or public service commission-regulated utilities with more than 30,000 customers.
