AI Summary

This bill establishes a Small Business Restoration Grant Program, administered by the Department of Commerce and Economic Opportunity (DCEO), to help small businesses in Illinois that were impacted by actions taken by the United States Immigration and Customs Enforcement (ICE) during an operation called "Operation Midway Blitz." A "small business" is defined as an independently-owned brick-and-mortar business with 25 or fewer full-time employees as of September 9, 2025. To fund these grants, $50,000,000 will be transferred from the state's General Revenue Fund to a newly created special fund called the Small Business Restoration Fund, which will be used by the DCEO for this program. The bill also amends the State Finance Act to officially create this fund and states that it takes effect immediately upon becoming law.
