This bill directs the Veterans' Service Commission to collaborate with the office of the chief disability officer to submit a comprehensive report by April 1, 2029, to the Veterans' Service Director. This report will review the current services provided to veterans with service-connected disabilities, which are defined as injuries or illnesses incurred during military service, by state and local veteran service agencies. The review will identify any shortcomings in the availability, accessibility, and delivery of these services, which include a broad range of support such as education, healthcare, employment assistance, housing, transportation, long-term care, personal care, adult day healthcare, family support, and legal aid for benefits claims. The commission will also assess unmet needs and propose improvements for better coordination and communication of these services, including the feasibility of a statewide coordinated program. Before submitting the final report, which will also include a synopsis of public comments received during a 30-day period, the commission will publish it online for public review. The State Director will then submit copies of the report to the Governor, the temporary president of the Senate, and the speaker of the Assembly.
