Bill Summary

Rural health care; Alabama Health Command established to designate an AI-assisted health platform in rural communities

AI Summary

This bill establishes the Alabama Health Command, an independent agency led by a Governor-appointed director knowledgeable in AI technology, to address challenges in rural healthcare delivery by designating a specific AI-assisted health platform for use in rural communities. This platform will utilize an "avatar-based virtual encounter system," which is defined as an interactive digital system where users can engage with computer-generated avatars representing automated interfaces, healthcare providers, or partner institutions within a unified visual environment to access "health management services." These services include health research, wellness education, appointment scheduling, connecting patients with rural healthcare providers, and providing information on escalating care needs, but explicitly exclude diagnosing or treating medical conditions. The Alabama Health Command will select a state-headquartered business entity to develop this platform, ensuring it has the necessary patent rights, protects patient privacy through secure data sharing and interoperability, and includes safeguards against misinformation and the unauthorized practice of healthcare. Rural healthcare providers and state health institutions that use this designated platform will be exempt from certain state procurement laws. The bill is set to become effective on October 1, 2026.
