This bill, amending the Livestock Waste Management Act, requires large concentrated animal feeding operations (CAFOs), defined by federal regulations, to register their nutrient management plans with the state department and update them annually, making these plans and supporting documents publicly available online. Furthermore, for any land where livestock waste or litter is applied under such a plan, cover crops must be planted after application unless the field already has perennial cover crops, with the entity responsible for the plan covering the costs of establishing and maintaining these cover crops, and encouraged to use regenerative agricultural practices. Additionally, when livestock waste or litter is applied near a running waterway, a minimum thirty-foot buffer of perennial grass must be established and maintained between the application area and the waterway, with the entity implementing the plan responsible for the buffer's upkeep and for annually compensating the landowner for any lost production on those buffered acres.
