This training will cover services subject to the State Prompt Payment Act, how to determine eligibility for advance payments, reimbursements, or working capital advances, and the role of the Court of Claims. Additionally, the bill introduces a new requirement that state grant-making agencies must issue a grant agreement within 60 days of a grant's effective date, and this agreement must detail billing and payment timelines, whether the State Prompt Payment Act applies, and the payment methodology (advance pay, reimbursement, or working capital advance). The bill also sets minimums for indirect cost rates, ensuring they are not restricted to less than 20% of the grant agreement or the federally negotiated rate, whichever is higher, unless the recipient chooses a lower rate, and clarifies that this applies to costs directly related to an award that would otherwise be indirect costs. These new provisions do not apply to grants solely for capital projects or when they conflict with federal law or obligations.
