This bill prohibits public K-12 schools from being members of athletic associations unless their governing boards, including central boards of control, are composed of at least 50% of members appointed by the Governor, Speaker of the House, President Pro Tempore of the Senate, or Lieutenant Governor, with specific numbers of appointments for each. Additionally, schools cannot join associations that enforce rules on student-athlete eligibility unless those rules were adopted following the Alabama Administrative Procedure Act, which is a formal process for creating and implementing state agency rules. The bill also allows the Legislative Council to authorize entities to voluntarily adopt rules under this same administrative procedure act, and these provisions will take effect on October 1, 2026.
