This bill mandates that health insurers in Arizona must establish a savings incentive program for their enrollees, requiring them to offer a financial incentive when enrollees receive medically necessary covered healthcare services from providers or facilities that charge less than the insurer's standard payment rate. Under this program, any amount an enrollee pays towards these services will count towards their deductible and out-of-pocket maximum, and the insurer will reimburse the enrollee for fifty percent of the difference between what the enrollee paid and the insurer's usual reimbursement, which is defined as the amount the insurer would normally pay an in-network provider or facility. This reimbursement can be made through a deposit into a health savings account or a 530A account (a type of tax-advantaged savings account) or provided directly as cash.
