This bill requires the Utah Public Service Commission (PSC) to actively participate in regional transmission organizations (RTOs) and independent system operators (ISOs) that manage electricity transmission and markets, especially if a Utah utility is involved. An RTO or ISO is an entity approved by the Federal Energy Regulatory Commission that coordinates or monitors electricity transmission regionally. The PSC will engage in stakeholder processes, governance committees, and technical forums within these organizations. The bill also mandates that the PSC obtain operational, market, and reliability data from RTOs/ISOs, which could include information on resource adequacy, transmission constraints, and market operations, and allows the PSC to contract with experts to review this data. Annually, the PSC must report to a legislative committee on issues like whether Utah customers are paying for congestion costs outside the state, if Utah utilities face disproportionate burdens, and if Utah's energy infrastructure is being relied upon by other regions, recommending any necessary changes to ensure fair participation and protect Utah customers. If the PSC is denied access to information or participation available to other state regulators, it must notify legislative committees within 30 days. The bill also makes changes to how customers can opt out of community clean energy programs, requiring clearer opt-out instructions and methods.
