AI Summary
This bill makes several changes to the laws governing real property appraisers in Kentucky, including establishing a one-year statute of limitations for most legal actions against certified or licensed appraisers and appraisal management companies, and a five-year limit for fraud or intentional misrepresentation claims. It renames the "Real Estate Appraisers Board" to the "Real Property Appraisers Board" and expands its membership from five to seven individuals, with specific requirements for the types of appraisers and industry representatives on the board. The bill also mandates that individuals investigating grievances must have at least ten years of experience and a credential equal to or exceeding that of the appraiser under investigation, and allows the board to employ necessary staff and utilize hearing officers from the Attorney General's Office. Furthermore, it clarifies that licensed appraisers can provide "evaluations" (estimates of market value for certain financial transactions not requiring a full appraisal) and requires 28 hours of continuing education every two years, with one USPAP (Uniform Standards of Professional Appraisal Practice) update course counting towards this requirement. The bill also increases initial application and renewal fees for appraisers to $400 biennially and allows tax consultants and licensed real estate sales associates to represent property owners in tax assessment conferences or appeals. Finally, it makes numerous conforming changes throughout the statutes to reflect the updated terminology and organizational structure.
