This bill establishes a new homelessness prevention fund, to be managed by the Cabinet for Health and Family Services, which will provide funding for various activities aimed at preventing and addressing homelessness. These eligible activities include providing matching funds for federal grants, constructing or acquiring and rehabilitating housing for transitional or permanent use, leasing property for housing, offering rental assistance, covering operating costs for housing that serves homeless individuals, and providing supportive services to those experiencing or at risk of homelessness. Eligible entities that can receive these funds are nonprofit organizations, local governments, or their instrumentalities. The bill also amends existing law to clarify that state appropriations can be used for homeless initiatives, and it appropriates $2,000,000 from the Budget Reserve Trust Fund to the new homelessness prevention fund, declaring an emergency to allow the act to take effect on July 1, 2026.
