This bill aims to streamline the oversight of health care institutions in Arizona by clarifying the roles of different state agencies and establishing new procedures for handling complaints. Specifically, it mandates that the Department of Health Services (the "department") will be solely responsible for licensing and monitoring health care institutions to ensure they meet state standards, and the Arizona Health Care Cost Containment System (AHCCCS), a state agency that manages health care for low-income residents, will not duplicate these efforts and must accept the department's compliance decisions. Furthermore, the bill introduces two new provisions for complaint investigations: the department can conduct an initial off-site review of a complaint or self-reported issue, and if this review shows the institution has corrected the problem and is unlikely to repeat it, the complaint can be closed without an on-site inspection; additionally, the department is not required to investigate complaints or noncompliance issues reported more than twelve months after the incident occurred.
