This bill authorizes the State of Mississippi to issue up to $5 million in state general obligation bonds, which are essentially loans backed by the state's full faith and credit, to help fund the construction of a Rural Health Institute at South Central Regional Medical Center in Laurel. The State Bond Commission, referred to as the "Commission," will manage the issuance and sale of these bonds, with the proceeds going into a dedicated fund called the "2026 South Central Regional Medical Center - Rural Health Institute Fund." This fund will be used to cover construction costs, and any remaining money after the project is completed will be used to pay off the bonds. The bonds will mature within 25 years of their issuance and will be exempt from state taxes. The bill specifies that no bonds can be issued under this act after July 1, 2030, and the act itself will become effective on July 1, 2026.
