AI Summary
This bill, known as the "Public Safety Recruitment and Retention Act," establishes a program to provide college tuition awards to eligible public safety personnel and their legal dependents in Mississippi. Public safety personnel, including law enforcement officers, firefighters, paramedics, and emergency medical technicians, with at least six years of service can receive up to 100% of their resident tuition at approved institutions, provided they meet admission requirements, pursue specific degree programs, and have not already earned a bachelor's degree. These awards are considered "last dollar" scholarships, meaning applicants must first exhaust all other federal and state financial aid options. Legal dependents of public safety personnel with at least ten years of service are also eligible for tuition awards for associate or bachelor's degrees, but they must agree to reside in Mississippi for five years after completing their studies and provide annual proof of residency through tax returns; failure to do so converts the award into a loan with interest. The bill also outlines application deadlines, establishes a dedicated "Public Safety Recruitment and Retention Fund" for these awards, and prioritizes awards for public safety personnel over their dependents if funds are insufficient, with further priority given to those serving in areas with lower crime rates and those with more years of service.
