AI Summary
This bill, effective immediately, mandates that starting January 1, 2027, all handgun ammunition manufactured, imported, sold, or possessed in Illinois must be "serialized," meaning it will have unique identifiers applied to the ammunition itself and its packaging, traceable by the Illinois State Police (ISP). The ISP will maintain a registry of handgun ammunition transactions, accessible to law enforcement and the registered owner, and will collect end-user fees of up to 5 cents per round to cover program costs. Manufacturing, selling, or possessing non-serialized handgun ammunition after this date will be a Class A misdemeanor, while possessing it in a public place will be a Class C misdemeanor, with specific exceptions for law enforcement, military, and certain other authorized individuals and entities. Retailers selling serialized handgun ammunition will need to be registered vendors and record transaction details, including buyer identification and the unique identifiers of the ammunition sold, which must be reported to the ISP. The bill also defines "handgun ammunition" broadly to include ammunition for pistols, revolvers, and other concealable firearms, and establishes penalties for destroying or obliterating the required serialization.
