These funds, along with any income they generate, can be used by the board to further its mission of developing leadership skills in Washington's youth and enhancing civic engagement, education, and service opportunities across the state, provided these expenditures align with the terms of the donation and the board's overall purpose. The executive director of the board is required to regularly report private funds received to the office of financial management, and importantly, these private funds are designated to supplement, not replace, the board's budget as appropriated by the legislature, ensuring they are used for authorized projects and programs that may not have received legislative funding.
