This bill requires various types of Arizona health insurance providers, including hospital and medical service corporations, health care services organizations, disability insurers, and group or blanket disability insurers, to eliminate cost sharing for preventative breast cancer screening services and additional screening services needed to complete the screening continuum, starting January 1, 2027. "Cost sharing" refers to expenses like deductibles, coinsurance, and copayments that a patient typically pays. "Additional screening services" are defined to include diagnostic breast examinations, which are medically necessary evaluations of the breast to investigate abnormalities, and supplemental breast examinations, which are medically necessary screenings for individuals at higher risk due to personal or family history, dense breast tissue, or other factors, even if no abnormality is currently suspected. For plans that are considered "high deductible health plans" (HDHPs), as defined by federal law (26 U.S. Code section 223(c)(2)(A)), these breast cancer screening services will be covered without cost sharing after the deductible is met, except for services deemed preventive under federal law, which will be covered regardless of whether the deductible has been met.
