This bill authorizes the Department of Conservation and Recreation (DCR), a state agency responsible for managing natural resources and parks, to exchange land with the Newport Estates Homeowners Association, Inc. at Leesylvania State Park. Specifically, the DCR can give up to five acres of its property to the homeowners association, and in return, the association will give land adjacent to the park to the DCR, which the DCR deems to be of equal recreational value. The association will also grant an open space easement on other land it owns. The primary goal of this property exchange is to grant the homeowners association permanent access from Neabsco Road to its property, which is currently inaccessible, so it can fix a slope failure on its open space land. This exchange is intended to be done without any monetary payment between the parties, and the DCR will retain property of recreational use within Leesylvania State Park. The entire transaction requires specific approvals from the Department of General Services, the Governor, and the Attorney General.
