This bill proposes to require voters to present a valid, unexpired government-issued photo identification that includes their full legal name and current residential address, along with documented proof of U.S. citizenship, when voting in person, early, or by absentee ballot; religious objectors may submit a signed affidavit instead of a photo ID, and those unable to provide the required identification will be offered a provisional ballot. For absentee ballots, voters will need to include a photocopy of this identification or their full Social Security number or State-issued identification number on the return envelope, and ballots lacking this information will be considered defective. To assist voters, the Commissioner of Motor Vehicles will be required to issue free nondriver identification cards to eligible voters upon proof of U.S. citizenship and residency, and these cards will be valid for voting purposes. The bill also appropriates $200,000 for training election officials, public education, and the issuance of these free voter identification cards.
