The resolution also introduces a one-year "cooling off" period after a legislator leaves office, during which they are prohibited from registering as a lobbyist, lobbying legislators or staff, directing lobbying efforts, or using their former official position or nonpublic information to influence legislative action, though they can still provide consulting or policy analysis that does not involve lobbying and communicate with other government entities. The legislature finds that these changes will promote stability, prevent entrenchment, preserve voter choice, strengthen public trust, and balance ethical safeguards with the freedom to work.
